RELEASE OF SECTION 106 FUNDING

1          PURPOSE OF REPORT

 

1.1          To release S106 contributions into the 2021/22 capital programme.

 

 

2          RECOMMENDATION

 

2.1       That the Executive Member agrees the allocation of £2,000 of S106 contributions for use by Harmans Water school to purchase scooter/cycle shelters and make improvements to outside areas.

 

 

3          REASON FOR RECOMMENDATION

 

3.1          The Executive Member has delegated authority to release this S106 funding.  

 

 

4              ALTERNATIVE OPTIONS CONSIDERED

 

4.1      None

 

 

5          SUPPORTING INFORMATION

 

5.1         The S106 contribution is from 13/01068/REM (12/00476), arising from the development at Winchester House, Bond Way, Bracknell under code YN579.

 

6          ADVICE RECEIVED FROM STATUTORY AND OTHER OFFICERS

           

Legal Advice

 

6.1       The allocation of funding proposed in this report complies with the requirements of the s106 agreement.

 

6.2      The approval of the recommendation in the report falls within the decision making remit of officers in consultation with the Executive member pursuant to the Bracknell Forest Council Constitution March 2021 Part 2, section 6 paragraph 6.2 (a)( vi).

6.2       The Director of Finances: Resources is satisfied that sufficient funding exists to fulfil the recommendation and that no significant financial implications arise.

Climate Change Implications

6.6       Encouraging and enabling cycling/scooting to school is a healthy alternative to travelling to school by car or other vehicle and this will also help reduce carbon emissions and traffic from un-necessary journeys.

7.1          The three Ward Members have been consulted by email and they all support the release of these funds for this purpose.
